The Cities Collection is a repository of case studies that demonstrate the role of cities in the circular transition, and includes policies, business cases and research articles. Biogas produced by the anaerobic digestion of organic solid waste can be used as an energy source for cooking, lighting and generate electricity, replacing thus other fuels. Moreover, the treatment of organic waste alleviates the solid waste crisis in urban and peri-urban area if the developing world.

Manufactured goods, such as vehicles, textiles, appliances and equipment and their associated production processes are big employers but:
- production processes often rely on fossil fuels and currently drive one-third of the overshoot on the climate change planetary boundary due to its GHG production, 
- material- and energy-intensive industrial activities are linked to deforestation and drive 15% on both the land use and freshwater planetary boundaries, 
- manufacturing goods results in substantial amounts of hazardous industrial waste and leaks chemicals into the environment.

Here, circular solutions must tackle the full value chain, but material demand must also shrink: this will necessitate a societal shift to favouring sufficiency over excess and reducing consumption to sustainable levels. Our four key solutions for manufactured goods are:
- Mainstream industrial symbiosis and efficiency : Achieve process improvements, scrap diversion and reduction in yield losses through greater industrial symbiosis and efficiency. Foster tighter collaboration within and between industries to deliver powerful material and emissions savings.
- Extend the lifetime of machinery, equipment, and goods: Maximise the lifetime of goods that serve our daily needs to bring a number of environmental benefits. 
- Buy what's needed: Reduce the number of purchases of common electronic goods, appliances, and other equipment to sufficiency levels. 
- Eschew fast fashion in favour of sustainable textiles: Drastically reduce new clothing purchases. All used clothing should go on to be repaired, reused or, if needed, recycled appropriately. Prioritise natural and local textile manufacturing, as well as higher-quality and more durable garments.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Urban Opportunities

The Circular City Actions Framework provides urban changemakers with five complementary strategies they can use to start working towards a more circular system. 

The framework is action-based to provide users with concrete strategic directions and showcase the desired outcomes of each strategy. 
The framework consists of five complementary **strategies**, under which **sub-strategies** provide further detail. Finally, each sub-strategy consists of a diversity of tangible **solutions** which are framed in relation to key thematic areas.

A cooperation - between the Gothenburg City (SE) administration for social welfare allocation and two local IKEA department stores - was launched in 2014 to provide homeless people with a step towards the labour market. The partnership enables people who have lived with isolation and abuse to strengthen their self-esteem, gain meaningful work and furnish their homes.IKEA's recovery department has furniture that they can no longer sell because of transport damage to packaging or to the products themselves. Participants use a truck to pick up the discarded pieces of furniture at IKEA, fix them in a workshop, then display the repaired items. Other people in the group can then choose the furniture they need. A win-win situation: the participants, and the furniture, all get their second chance.

The food system nourishes populations and employs 50% of the global workforce, but:
- it currently drives a quarter of the overshoot on the climate change planetary boundary due to its greenhouse gas (GHG) production, 
- animal farming alone uses over one-quarter of all land, equivalent to the size of the Americas,
- nearly a quarter of freshwater resources are lost due to rampant food waste, and
- it is the single largest driver of biodiversity loss.

A circular food system must address the whole value chain, from production to consumption to waste management. The four key solutions for the food system are:
- Put healthier, satiating foods first: Prioritise satiating and healthy foods with a lower environmental impact—ideally shifting calories from meat, fish, and dairy towards cereals, fruits, vegetables, and nuts.
- Go local, seasonal, and organic: Prioritise the production and consumption of local, seasonal, and organic produce (sometimes in combination with GMO to reduce pests and disease loss on crops), which can lead to a significantly reduced need for chemical inputs, fuels, and processing services that contribute to environmental impacts.
- Mainstream regenerative agriculture: Scale up agricultural practices that regenerate ecosystems, recirculate nutrients and sequester carbon by design. 
- End avoidable food waste: Minimise food loss and valorise waste following the food waste hierarchy along the supply chain and at the consumer level through better management of transport and storage, more refrigeration and smart planning, and technology at the consumer and food service levels.



🍏 Food Systems

Cities consume about 75% of global energy and emit between 50% and 60% of global greenhouse gases (UN-Habitat). To reduce the negative impact of their energy consumption, cities need to shift away from fossil fuels and move towards renewable energy sources. Such a shift will help cities work towards their climate change mitigation and adaptation action plans. Renewable energy technologies such as wind, water, solar, and geothermal can also help improve access to energy in vulnerable and marginalised neighbourhoods through, for example, decentralised, off-grid solutions.

Renewable energy technologies can harvest the energy in nature’s processes, such as wind, and solar radiation and geothermal heat, that can be replenished within a human lifespan. In contrast, fossil fuels are materials that are not replenished within a human lifespan and are combusted for energy, losing the fuel material and resulting in emissions.

Local governments can develop sustainable energy plans, considering different energy resources and requirements, to develop a robust strategy for the development of renewable energy technologies and infrastructure throughout the city. They can also institute specific legislation and tax systems to regulate energy production and consumption, incentivise research and development of cleaner, more efficient technologies. Via Power Purchase Agreements cities can buy renewable energy from green energy providers and fix the price in order to provide security to financial institutions to finance renewable energy infrastructure. Furthermore, increasing awareness and facilitating capacity-building on planning urban sustainable energy projects can help the uptake of clean energy across the city by different stakeholders—from citizens to businesses and institutions. Facilitating collaboration, then, will be crucial, since private companies operate most of the world’s energy systems.


⚡ Energy Systems

The demand for transport is rising globally—but current modes are heavily material- and fossil-fuels-intensive. Emissions from the transport system could grow by 60% by 2050, and transport is the number-one user of oil worldwide. GHG emissions result not only in warming global temperatures, but also in ocean acidification, which has severe consequences for entire ecosystems and further destabilises our climate. The transport system also drives land-use change and biodiversity loss through the development of infrastructure—also releasing harmful pollutants into the ocean. Key circular solutions:

- Embrace and enable car-free lifestyles
- Invest in high-quality public transport
- Rethink unnecessary air travel
- Electrify remaining vehicles

🚌 Mobility Systems

     Gothenburg is a port city with a strategic location between Oslo and Copenhagen. It has a population of around 570,000 and is Sweden’s second-largest city. The Gothenburg region, which spans 13 municipalities in Greater Gothenburg, has a population of 1.1 million.
The City of Gothenburg has adopted 12 environmental objectives that will help to create a good living environment both now and in the future. These environmental objectives, which in the majority of cases will be achieved by 2020, present the ecological dimension of the sustainable development of Gothenburg.

While the city of Gothenburg has a high rate of recycling, the amount of waste generated by the city is still high. This is why the city has started a program to promote higher-level ways of value retention such as repairing and reusing goods, in order to minimise the amount of waste generated by 30% until 2030. The city has set itself clear goals to incentivise the departments of the municipality as well as its citizens to avoid and reduce waste. It also opened four repair spaces in order to let products last longer, and collaborate with businesses in the city. Under the program, Gothenburg employs three full-time employees to push circularity in the city.

The built environment, including housing, commercial buildings, and the necessary infrastructure for mobility, is essential for our livelihoods, but:
- the extraction of minerals used to produce construction materials is responsible for a quarter of global land use change,
- approximately 40% of global GHG emissions can be attributed to buildings’ construction, use and demolition, and
- construction and demolition processes drive nearly one-third of all material consumption. 

Making the built environment more circular must prioritise a heavy reduction in material use—while also closing the loop on materials and bringing secondary and renewable material choices to the fore. Our four key solutions for the built environment are:
- Make the most of what already exists: Make the most of existing materials by reusing, repurposing, upgrading and renovating following circular approaches. Where new builds are needed, use secondary materials and be as efficient as possible with urban planning solutions that follow circular design principles so that buildings can be reused, repurposed, and easily disassembled in the future.
- Be as energy efficient as possible: From the design phase, utilise circular strategies to create material- and energy efficient buildings. Couple these designs with a rollout of clean energy solutions, and prioritise energy-efficient appliances and retrofitting. 
- Utilise secondary materials: Maximise the high-value reuse of buildings and components where possible. Ideally, enable the utilisation of construction and demolition outputs and ensure that as much of it as possible is recycled to avoid the need for virgin materials, such as sand and gravel.
- Prioritise circular materials and approaches: Transition to using renewable wood, timber or cross-laminated timber instead of steel and concrete, or move to other locally available materials. Utilise mainstream modular construction and prioritise lightweight frames and structures to reduce cement and steel use, as well as green roofs where possible.



🏢 Built Environment

           Van Werven Plastics Recyling specialises in creating high-quality raw materials from post-consumer hard plastics, collected from construction waste, industrial waste and municipal recycling centres. Van Werven has a separate machine for each type of plastic, as every material has its own properties.
    In Sweden, there is an initiative from the coffee roasting sector which aims to eliminate all waste related to coffee cultivation, processing and consumption by the year 2030.
    The NoVAqua project found that the countless thousands of litres of waste water thrown away by the fish processing industry was essentially nutritious stock which can be put to better use than just pouring it down the drain...
    Finnish energy company Fortum had developed a circular renewable energy service, dubbed HorsePower, that used recycled materials to provide a bedding management service for stable-owners, as well as using manure for energy.
    Fjällräven is giving wool waste a second life by using it for innovative purposes, like padding in jackets or backplate in backpacks.
    Circular Gothenburg focuses on resource efficiency to reduce climate change and achieve circular material flows.
It has three target groups: citizens, city departments and businesses. For all three target groups, the goal is to make it simple, straightforward and attractive to participate in transformational circular work. This includes the municipality’s in-house processes and activities which help people to live in a more circular way. One of these activities is the Fixotek: staffed facilities, close to where people live and open to everyone, where people can meet, learn, repair and redesign products, borrow tools and swap toys, clothes and books.
    Soeco Kontorsmöbler is a Swedish company that recycles and refurbishes office furniture. Its goal is to take furniture which would most likely be thrown away and transform it into an item that either looks like or is new.
    Sopköket is a Swedish restaurant and catering company founded in 20215. It prepares meals which partly incorporate rescued and surplus food from supermarkets and other companies. Their goal is to reduce food waste.
    FISSAC is a project seeking to stimulate the coordination and facilitation of work in the construction and demolition value chain. Accordingly, the initiative aims to gather various stakeholders and to encourage the development and adoption of a common methodology and software platform for the exchange of information and best practices.
The overall aim of the project is to help companies with sustainability practices, by creating models that can be used by anyone. The models can be:
manufacturing processes (such as demonstrations of close-loop recycling processes to transform waste into secondary raw materials)
product validations (examples of eco-design and eco-innovative construction products)
industrial symbiosis models (software platforms for example).
    ResQ Club is a Finnish company and mobile application, which also covers parts of Sweden, Poland and Germany. Its goal is to combat food waste by connecting sustainable restaurants, cafés and food shops with consumers who appreciate affordable quality food.
    The Royal Swedish Academy of Engineering Sciences (IVA) has issued a report on how to make the textile sector more sustainable. It provides proposals for a more resource-efficient and smart textile sector, covering topics such as challenges and definitions of solutions towards a smarter sector. It suggests, for instance, to introduce tax relief programmes and industrial parks for resource-efficient textile production.
This report is one of several sector reports from IVA project Resource Effectiveness and Circular Economy (ReCE). The purpose is to make Sweden more competitive in a future with finite resources in line with the UN’s Sustainable Development Goals.
The project has established platforms for dialogue between actors in the public and private sectors.
    The Finnish Innovation Fund Sitra is a future fund collaborating with partners to research, trial and implement bold ideas that shape the future. It aims to make Finland a pioneer in sustainable well-being.
Since 2015, Sitra has been working to lead the way to a circular economy – a new kind of society in which everyday lives and well-being are no longer based on excessive consumption and fossil fuel use.
Currently, Sitra’s work focuses on supporting a fair transition to a circular economy and investigating how business can be based on sharing instead of ownership. Sitra is also working to advance circular trade policies, to increase the understanding of environmental effects of digitisation and to explore the potential of the circular economy to safeguard biodiversity.
    In spring 2020, the spread of the COVID-19 and the resulting economic crisis had a severe impact on society. This situation does, however, enable a stronger contribution to a transition to a circular economy through a green recovery.
As one of the world’s most innovative countries, Sweden has a good chance of addressing this transition by taking important steps to strengthen its competitiveness through technological development and innovation for circular solutions.
Adopted in 2020 based on an agreement between the Government, the Centre Party and the Liberal Party, this strategy sets out the direction and ambition for a long-term and sustainable transition of Swedish society.

    Wallenius Water Innovation is a Swedish clean-tech company that works with UV light to prevent bacterial growth in metalworking fluids. The non-toxic solution secures long-lasting process fluids without using hazardous biocides. In this way, fluids can more easily be reused in the installation rather than be disposed.
    This report describes innovation competition as a method of tackling major environmental challenges, specifically how to provide food sustainably and resource-efficiently in the future.
Two teams with expertise in plastics, logistics and sustainability developed solutions focused on a more regional food supply enabling us to reduce the amount of plastic, packaging and transport used. The winning submission is a conversion tool describing the principles of sustainable production and consumption of food.
    Ragn-Sells collects, treats and recycles waste and residual products from businesses, organisations and households.
    TOMRA's Circular Economy Division was established in January 2019 to speed up the transformation to a circular economy and shape future waste and resource systems.
    TOMRA’s cutting-edge sorting technologies retain valuable resources by extracting high-purity fractions from mixed waste and metal streams in the most remote parts of the world. Its technology and equipment has been used in the world’s most advanced recycling plants.
    TOMRA is the world leader in reverse vending solutions. It provides an automated method for collecting, sorting and handling used beverage containers for recycling or reuse. TOMRA has approximately 80 000 reverse vending machines in more than 60 markets.
    Svenska Retursystem contributes to the circular economy through a reusable transit packaging system. It offers an alternative to the single use transit packaging, such as wooden pallets or cardboard boxes, that often contributes to global waste.
    ReTuna Återbruksgalleria revolutionises shopping by being the world's first recycling mall in Eskilstuna, Sweden. ReTuna takes old items and gives them new life through repair and upcycling. The public can leave items in the recycling containers provided by the mall, and they are then redistributed to the shops.

    Karma is a Swedish startup founded in Stockholm, November 2016. Their app connects surplus food from restaurants, cafes and grocery stores to consumers for a lower price. As a result, users eat great food for less and businesses receive an additional revenue stream — all while reducing food waste.

Circular Gothenburg is an initiative from the City of Gothenburg.&nbsp;The purpose of the initiative is to drive the transition from a linear to a circular economy. It focuses on resource efficiency to reduce climate change and achieve circular material flows. It has three target groups: citizens, city departments and businesses. For all three target groups, the goal is to make it simple, straightforward and attractive to participate in transformational circular work.&nbsp;Therefore, Circular Gothenburg is about:- To make it easy for Gothenburgers and visitors to reuse, share and repair.&nbsp;The City of Gothenburg will use its own resources to facilitate, plan and support concrete solutions in the Gothenburg area, for example, through do-it-yourself workshops or neighborhood businesses where people can repair, borrow, exchange and build new from old.- That the City of Gothenburg, together with business actors, should offer attractive solutions that encourage sustainable consumption.&nbsp;For example, by working for more circular business locations in central Gothenburg, but also by stimulating business actors to design and produce smarter products and services.&nbsp;For example, by setting circular requirements when purchasing for the city's own operations.- That the City of Gothenburg should lead by example by switching from a linear to a circular economy within its own administrations and companies.&nbsp;For example, by reusing, repairing and repairing furniture, instead of throwing it away and buying new.&nbsp;It is also about reusing more and reducing construction and demolition waste when we renovate and build new.

Circular Gothenburg

The Climate Programme embodies Gothenburg’s long-term climate work, which
includes not only the municipal organisation but also industry and the people
of the city. The programme is the result of broad-based collaboration between
a number of city administrations and companies as well as different bodies and
experts from both industry and research fields. It is a policy document acting
as a source of support and security while addressing long-term choice of
direction and investment options. The Climate Programme includes objectives
and strategies that help in achieving the ambition of reaching an equitable
and sustainable level of greenhouse gas emissions by 2050. The programme is
directed primarily at politicians and public officials in the City of
Gothenburg but will also function as a guide for industry, other local
stakeholders and the inhabitants of the city. Apart from the local
environmental quality objective and the intermediate objectives, there are
nine strategy objectives in the Climate Programme. The strategy areas are (1)
climate smart citizen: have knowledge and show decisiveness; support citizens
to reduce their climate impact and educate a new generation of climate smart
citizens; (2) resource-efficient urban planning: plan for an energy and
transport-efficient society; contribute to a climate-smart regional expansion;
(3) efficient energy use and conversion to renewables: increase resource
efficiency in district heating, improve energy efficiency in municipal
property holdings, improve energy efficiency in private property holdings,
promote energy efficiency in industry, continue to invest in district cooling,
further develop large-scale production of renewable electricity, promote and
facilitate small scale production of renewable electricity and lead biogas
development; (4) reduced climate stress from travel and transport: prioritise
and invest in the travel modes walking, cycling and public transport, work
towards a more energy-efficient vehicle fleet and promote the use of fuels
with low climate impact, use and develop policy instruments to reduce car
traffic, become a world leader in climate-smart cargo handling, reduce the
climate impact of construction, operation and maintenance of infrastructure,
facilitate and encourage shipping that is energy efficient and fossil free;
and (5) climate-conscious consumption:reduce the climate impact of food in our
organisation, reduce our purchases of resource-intensive goods, prevent waste
and promote recycling, promote sustainable activities and promote alternatives
to air travel.
