The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Municipality of Oslo

The climate budget in Oslo consists of 42 measures which are distributed across three sectors: Energy/buildings, Resources and Transport. The transport sector will need to reduce greenhouse gas emissions by 353.000 tons and the energy/building sector by 284.000 tons over the next four years. 200.000 tons of CO2-equivalents will be reduced from landfills, waste incineration and waste water treatment (labeled “Resources”). All City departments will be given responsibility for goal attainment and annual expected progress on the targets in the climate budget. Reports will be managed within the existing formal financial and governance system of the City .

The built environment sector largely exists to serve our universal need for shelter, and as such is one of the most important consumers of raw materials in the world.

We believe the built environment should be a ‘living’ system in which building materials and products are optimally used and reused— a system that operates within the boundaries of our planet, preserves the (business) value of its resources, and ensures the well-being of its inhabitants.

Tremendous opportunities to reverse the tide and prevent a state of lock-in from happening exist for regions where the built environment sector has yet to mature. There is also still hope for those regions where the fate of the construction sector may seem set in stone.

This is why two key strategies stand out: 

- Preventing lock-in through thoughtful design
- Optimising (material value) through transformative re-design

Design and regulate for separation and recovery

The built environment, including housing, commercial buildings, and the necessary infrastructure for mobility, is essential for our livelihoods, but:
- the extraction of minerals used to produce construction materials is responsible for a quarter of global land use change,
- approximately 40% of global GHG emissions can be attributed to buildings’ construction, use and demolition, and
- construction and demolition processes drive nearly one-third of all material consumption. 

Making the built environment more circular must prioritise a heavy reduction in material use—while also closing the loop on materials and bringing secondary and renewable material choices to the fore. Our four key solutions for the built environment are:
- Make the most of what already exists: Make the most of existing materials by reusing, repurposing, upgrading and renovating following circular approaches. Where new builds are needed, use secondary materials and be as efficient as possible with urban planning solutions that follow circular design principles so that buildings can be reused, repurposed, and easily disassembled in the future.
- Be as energy efficient as possible: From the design phase, utilise circular strategies to create material- and energy efficient buildings. Couple these designs with a rollout of clean energy solutions, and prioritise energy-efficient appliances and retrofitting. 
- Utilise secondary materials: Maximise the high-value reuse of buildings and components where possible. Ideally, enable the utilisation of construction and demolition outputs and ensure that as much of it as possible is recycled to avoid the need for virgin materials, such as sand and gravel.
- Prioritise circular materials and approaches: Transition to using renewable wood, timber or cross-laminated timber instead of steel and concrete, or move to other locally available materials. Utilise mainstream modular construction and prioritise lightweight frames and structures to reduce cement and steel use, as well as green roofs where possible.

Currently, most Construction and Demolition (C&D) waste is mixed and used for backfilling or sent to landfill. Some of it is incinerated or downcycled into products of much lower value. This has become a pressing issue in many urban areas due to the sheer volume of C&D waste, which often is the biggest proportion of the waste stream. However, the built environment in cities is already a “mine” from which to recover valuable materials from the existing building stocks. 

Improving separation of different materials at demolition sites and establishing or improving facilities for reuse and recovery of C&D waste allows for value to be retained within the local economy, reducing the burden of urban C&D waste management and helping cities achieve a more resource-efficient urbanisation. By recovering building components from buildings that are to be demolished, fewer new components need to be produced, and fewer raw materials need to be extracted. This reduces environmental impacts and emissions at each step of the value chain, from extraction to transportation and manufacturing. 

Cities can influence the type of waste management infrastructures developed within the city’s borders, as well as how different facilities throughout the city connect to one another. They can invest and support in developing infrastructure, both physical and digital, that can facilitate the closing of material and energy loops throughout the urban built environment. This can take the form of C&D recycling facilities, facilities for reconditioning of deconstructed building elements, and material and component marketplaces to collect and recover disassembled pre-used building components and material. Finally, they can invest and facilitate research to map the building stock aiding in identification of recovery opportunities and adequate demolition practices.

🏢  Construction and demolition waste reuse and recycling

The Circular City Actions Framework provides urban changemakers with five complementary strategies they can use to start working towards a more circular system. 

The framework is action-based to provide users with concrete strategic directions and showcase the desired outcomes of each strategy. 
The framework consists of five complementary **strategies**, under which **sub-strategies** provide further detail. Finally, each sub-strategy consists of a diversity of tangible **solutions** which are framed in relation to key thematic areas.

Circular City Actions Framework

An action-based framework for local governments working towards circular cities

 Additional tools  Extended producer responsibility (EPR) can be defined as “an environmental policy approach in which a producer’s responsibility for a product is extended to the post-consumer stage of a product’s life cycle.”[1] Initially introduced as a concept by Thomas Lindhqvist of Sweden in 1990, EPR is typically understood to involve a shift in responsibility (administratively, financially or physically) from governments or municipalities to producers as well as an encouragement of producers to take environmental considerations into account during the design and manufacture phases of product development. EPR seeks to achieve a reduction in the environmental impact of products, throughout their lifespan, from production through end-of-life. In the European Union, extended producer responsibility is mandatory within the context of the WEEE, Batteries, and ELV Directives, which put the responsibility for the financing of collection, recycling and responsible end-of-life disposal of WEEE, batteries, accumulators and vehicles on producers. The Packaging Directive also indirectly invokes the EPR principle by requiring Member States (MS) to take necessary measures to ensure that systems are set up for the collection and recycling of packaging waste.  Additional waste streams for which producer responsibility organisations have been most commonly identified within the European Union include tyres, waste oil, paper and card, and construction and demolition waste. However, a much broader range of waste streams are subject to obligatory or voluntary producer responsibility systems in some MS, including: farm plastics, medicines and medical waste, plastic bags, photo-chemicals and chemicals, newspapers, refrigerants, pesticides and herbicides, and lamps, light bulbs and fittings.  In the European Union, the 2005 Thematic Strategy on the Prevention and Recycling of Waste highlights producer responsibility as a potential policy tool for increasing recycling in areas where market factors do not otherwise financially incentivise collection and recycling. The 2011 Roadmap to a Resource Efficient Europe adds to this by encouraging the adoption of measures to extend producer responsibility to cover the whole product lifecycle via new business models, guidance on take-back and support for repair services. EPR is thus an important vehicle in moving towards European resource efficiency objectives by minimising the impact of products on the environment and using resources in a more sustainable way. The European Parliament, for example, in its Resolution on a resource efficient Europe of 24 May 2012[2] calls on the EU Commission to examine options for setting up EU-wide extended producer responsibility schemes with the goal of improving resource use efficiency across the EU, including in Member States that presently have below average reuse and recycling rates.  The current project is situated in the context of the need to develop guidance on the application of EPR at the EU level and the possibility for the extension of the EPR concept, as stated in the “Roadmap to a Resource Efficient Europe.” It is a continuation of the work undertaken in the study “Use of economic instruments and waste management performance” which examined EPR systems, among other economic instruments, as methods for maximising waste management performance. Aim of this Project As demonstrated in recent studies issued by the European Commission, Extended Producer Responsibility (EPR) schemes, among other tools, could be a solution towards a more resource efficient European society. This study, launched in October 2012, seeks to identify performing EPR schemes for different waste streams (e.g. ELV, WEEE, Batteries, Packaging, Paper, Used Oil) and prepare detailed case studies, in order to identify common characteristics across schemes, which could serve as a guide for improving the effectiveness of such schemes. The study should allow the Commission to formulate new proposals to ensure an optimal use of EPR schemes. The Project Objectives The objective of the project is to describe, compare and analyse different types of EPR systems operating in the EU in order to identify the necessary conditions and best practices for their functioning. Based on the results of this analysis, different options will be analysed which may be used by the Commission to ensure the diffusion/adoption of these optimal conditions by the Member States. Circular economy principles are fully integrated into many of the municipality’s planning documents such as the Climate Strategy, the Strategy for Future Consumption and the Action plan for reduced plastic pollution of the Oslo Fjord. Technical and environmental experts are involved in the areas of waste and resources while actions are overseen by the Department of Environment and Transport. Measures related to the circular economy are reported annually within Oslo’s climate budget.

In 2015 the board of Ruter, the public transport authority of the Oslo and
Akershus region, adopted an ambitious plan: Oslo and Akershus will have only
low and zero emission buses that run on renewable energy by 2020 and with
further improvements by 2025. Ruter's fleet currently comprises some 1,200
buses, of which approximately 66% runs on fossil diesel, 20% on biodiesel and
12% on biogas. Biogas is expected to be an important fuel to ensure a fossil
free bus fleet in 2020. In the future, the majority of buses will be electric.



Fossil Free 2020 project

FutureBuilt is a ten-year programme (2010-2020) with the aim of developing 50
pilot projects including buildings and city areas. The pilot projects are set
to reduce greenhouse gas emissions from transport, energy and material
consumption by at least 50%. They will involve high quality architecture and
contribute to a better urban environment. FutureBuilt’s vision is to show that
it is possible to have climate neutral urban areas, based on high quality
architecture. Pilot projects have a high degree of transferability and
innovation and they seek to inspire and change practices in the building
sector.

The City of Oslo gives priority to the following areas to achieve its vision
of environmentally sound and sustainable urban development: (1)Reduction of
noise levels, air pollution and greenhouse gas emissions; (2) An eco-efficient
transport system; (3) Environmentally sustainable urban development, with an
environmentally sound built environment and urban spaces; (4) Waste management
based on a life-cycle approach; (5) Blue-green structure; (6) Eco-efficient
city administration; (7) Collaboration with the inhabitants, business sector
and central government to improve the city’s environment; and (8) Regional,
national and global cooperation to improve the environment.
