Rampant material extraction is pushing the ecosystems of Latin America and the Caribbean (LAC) to their limits. Over 11% of global raw materials are extracted within the region, yet it represents only about 8% of the world's population.

[*The Circularity Gap Report* (CGR) Latin America and the Caribbean](https://www.circularity-gap.world/lac), a first of its kind, demonstrates how the region can leverage the circular economy to tackle systemic inefficiencies in satisfying societal needs, conserve its unique natural wealth, and improve its people’s well-being.

To devise pathways for a circular transition, the report analysed the sectors where circular interventions could yield the most positive impact—environmentally, economically, and socially. This entails shifting to a circular food system, building a circular built environment, advancing circular manufacturing, transforming the energy system, reducing waste generation, and improve waste cycling.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

  El Vicepresidente participó en la suscripción del Pacto por la Economía Circular.  Guayas, 22 de agosto del 2019 Guayaquil.- Industrialización de residuos, eficiencia en el consumo material y energético en procesos productivos, uso de energías renovables, inclusión de recicladores de base y la generación de modelos de negocios sustentables y sostenibles, son las metas del Pacto por la Economía Circular que suscribió el Gobierno Nacional con varios representantes del sector productivo, organizaciones sociales y la academia. El Pacto por la Economía Circular forma
parte de los ejes de Desarrollo Sostenible y Cambio Climático y de la
Competitividad, Empleo e Innovación. Su objetivo es dar continuidad a las
acciones gubernamentales para encaminar a los diferentes actores de la sociedad
hacia una Estrategia Nacional de Economía Circular. El vicepresidente Otto Sonnenholzner,
quien presidió este evento, dio a conocer que los acuerdos son fundamentales
para el desarrollo, “si nos organizamos con los gobiernos locales, que son los
responsables del manejo de la basura, con los industriales en sus políticas de
economía circular, con las autoridades nacionales en dar una hoja de ruta clara
para todos, vamos a lograr productividad con sostenibilidad”, señaló. Añadió que toda actividad productiva tiene
un impacto ambiental, por ello, debe ser regulada y también se refirió a la
importancia de la austeridad, “es un honor para mí llevarla a la administración
pública. La única clave del éxito es la combinación de austeridad, trabajo y
constancia”, indicó. El ministro de la Producción, Comercio
Exterior y Pesca, Iván Ontaneda, resaltó la importancia de realizar un cambio
decisivo en el modelo de desarrollo, “el reto es transitar de una economía
lineal a una circular, consumiendo menos materias primas, optimizando los
procesos productivos, alargando la vida útil de productos y materiales,
generando energía, así como aprovechando de mejor manera los residuos”,
comentó. En ese sentido, Caterina Costa, presidenta
de la Cámara de Industrias de Guayaquil, destacó la importancia de este pacto
para el sector productivo e indicó que es necesaria “una normativa que sea
homogénea y la responsabilidad compartida, tenemos que trabajar a través de la
educación y concientizar a la ciudadanía”. Así mismo, Marianne Van Steen, embajadora
de la Unión Europea en Ecuador, hizo énfasis en las acciones emprendidas por el
Gobierno y destacó que la economía circular es “un conjunto de iniciativas que
surgen desde la base de la ciudadanía y tiene que ser respaldada por el
Estado”. Entre los compromisos adquiridos por el
sector industrial con la firma del pacto se encuentran: el aprovechamiento e
industrialización de residuos, análisis del ciclo de vida de los productos, la
producción limpia mediante el ahorro de recursos y una infraestructura
sostenible y resiliente.

<p>In order to implement practices of efficient resource use, reduction, reuse, recycling, and industrialization of waste elements involved in production processes, the Ministry of Production, Foreign Trade, Investment and Fisheries (MPCEIP), the Vice President of the Republic, the Governing Council of the Special Regime for Galapagos and the Ministry of Environment, promoted the signing of the Pact for the Circular Economy with 161 adherents from the industrial and academic sectors, under the framework of the National Agreement. The aim is to increase recycling and the amount of material reinserted into production chains (industrialisation) for future years.</p>
